Agenda: County to finalize chief probation officer promotion after his hiring

San Benito County supervisors are set to approve an offer of employment for new Chief Probation Officer Joe Frontella, while it would come after Frontella already accepted the role and officially started.

Frontella has been interim probation officer since the departure of Ted Baraan, placed on leave last August for a sexual harassment investigation before his departure.

It’s unclear what the board is actually approving, since the county administration office has already hired Frontella, who was sworn in for the role.

The following is a summary of items on the agenda:

Cannabis business tax amendment

Adopt a resolution amending the Cannabis Business Activities Tax Rate for Cannabis Business Activity Type: Microbusiness (Non-Retailer) from 4% to 3.5% of gross receipts and readopting the full schedule of Cannabis Business Activities Tax Rates.

Boost economic development funding

Approve budget adjustment to increase economic development appropriations in the amount of $32,000. This comes as the county is looking at increasing its spending toward local economic development organizations over the next several years.

Increase to legal fees for Scagliotti lawsuit

Approve Amendment No. 3, to legal services agreement with Colantuono, Highsmith & Whatley, PC in the additional amount not to exceed $10,000 to provide legal representation in the matter of County of San Benito v. Richard Scagliotti, Superior Court of California, County of San Benito, including proceedings at the Court of Appeal.

Promotional video for $12,000

Approve contract with Schipper Design, in the amount of $12,000.00, for the “Production of an Informational Video for the Health & Human Services Agency (HHSA),” for the period of March 5 through June 30. This would approve a contract with Schipper Design, in the amount of $12,000, for the “Production of an Informational Video for the Health & Human Services Agency. The HHSA released a Request For Proposals and has received one response.  Attachment A of the contract is the proposal from Schipper Design for a 3-minute informational video that will inform the general public about the array of services offered by HHSA. The video will highlight the various programs and services offered by each division within HHSA through a “story” told by staff and clients.

Finalize new chief probation officer’s deal

Approve the offer of employment for the Chief Probation Officer Joe Frontella. Frontella was provided the attached offer letter and has accepted the offer, he began his employment as the Chief Probation Officer with the County on March 10.

EIR on Lima project

Approve contract with Rincon Consultants for Environmental Impact Review (EIR) services of the Specific Plan for the Lima Property Project for the term of March 19 through June 30 in the amount not to exceed $352,000.

Designate ‘Annual Jim West Antique Auto Tour’

Adopt Resolution designating the Annual Tour on the Juan Bautista De Anza National Historic Trail as the “Annual Jim West Antique Auto Tour”, to be held on the second Saturday in May.

Update on roads program

Receive a verbal report from staff on the status of the SB-1 funded road projects and provide direction to staff regarding the projects to include in the FY 2019-20 program.
