Agenda: Board weighs $1.9m River Parkway contract for Don Chapin

San Benito County supervisors at a Tuesday special meeting will consider awarding a $1.9 million contract to Don Chapin Co. for the first phase, an access road, of the River Parkway Project.

The River Parkway Project is among items on the 9 a.m. Tuesday agenda for a special meeting at the San Benito County Administration Building, 481 Fourth St., in Hollister. Supervisors will accept all bids on the River Parkway Phase 1 project and consider awarding the contract to Don Chapin.

According to the agenda documents:

Since completing the River Parkway Master Plan several years ago, the county has been working with partners at the San Benito High School District and City of Hollister on acquiring property and implementing the first phase of this proposed project. Upon execution of the multi-agency agreement between these three agencies early last year, staff has been working on the design of the proposed Regional Park Access Road.

The plans and specifications for this project were adopted by the board and advertised for bids on April 3. Bids were due May 2, and five bids were received. Staff has identified Don Chapin Co. as the lowest responsive, responsible bidder per the attached bid summary. Construction will begin in June and last for several months.

The bid price for the road portion of this project is $1,154,456, which is $345,544 below the engineer’s estimate.

The remainder of the contract amount ($766,753) is for Sunnyslope’s pipeline project and that agency will reimburse the county for this cost per the executed MOU.

According to county planning documents:

The San Benito County River Parkway is a 20-mile-long trail corridor in northwestern San Benito County. The River Parkway would extend through unincorporated county land, primarily along the winding San Benito River, and through City of Hollister land near the Fourth Street bridge.
