County re-issues request for proposals on promo video production

The San Benito County Health and Human Services Agency has re-issued a request for proposals on a promotional video project after questions arose over the initial process.

The county board at a March meeting approved a $12,000 contract with Schipper Design to produce a three-minute promotional video aimed at social media. Schipper submitted the lone bid on the work before initially being awarded the contract.

At the time when questioned, Deputy Director Enrique Arreola with Community Services Workforce Development noted how he thought HHS promoted the RFP, first released in November, on social media and a local media site. In the March discussion, he also said the agency reached out to local video businesses before awarding the bid and that some just weren’t interested.

Arreola at an April board meeting said after consulting with staff, it turns out there was no promotion on social media or a local media website as previously stated and that the county would re-issue the RFP.

The county decided to re-issue the RFP to make the process more transparent.

The following is the announcement on the RFP and the actual RFP:

San Benito County Health & Human Services Agency (HHSA) is soliciting proposals for companies/firms to provide video and audio production services for the production of a three- to four-minute informational video.
