Hollister City Council members this week agreed to seek quotes for a police department staffing study.
City council members approved the request for proposals Monday in a 5-0 vote.
According to the city agenda on the matter, the police department “needs a staffing study to determine future staffing needs, scheduling and personnel assignments.” The proposal Monday was to develop a request for quote and seek qualified bidders. The council’s approval sets the stage for a staffing study for staffing needs, scheduling and personnel assignments for staffing at Hollister Police Department, according to the agenda report.

The Police Department is seeking a staffing study that would be a road map for future staffing needs to assist the City of Hollister in staffing for all staff to include sworn, non-sworn, animal control and part-time.

- Current staffing level: filled positions and vacant positions
- Current allocation and deployment practices
- Current minimum staffing goal
- Current scheduling practices
- Unallocated/proactive time available throughout all shifts independently of each other
- Allocated time for calls for services, follow-up, report writing, court, briefing, etc. throughout all shifts independently of each other
- Current and projected population distribution, demographics, and crime patterns
- Hours of overtime worked
- Current shift relief factor compared to optimal shift relief factor
- City geography and patrol beat configuration
- Goals and objectives of the HPD Command Staff related to staffing and meeting community expectations for levels of service
- Other work time (e.g. court appearances, IOD, and light duty)
- Document current performance and workload levels
- Other relevant factors/issues
