The San Benito County Board of Supervisors will meet at 9 a.m. Tuesday to consider the following:
- The board will consider a range of mental health-related contracts for the behavioral health department.
- Approve appointment of Marie Peterson to the parks and recreation commission due to the resignation of Tim Foley
- Certify election results from the June 5 primary
- Approve legal services with Colantuono, Highsmigh & Whatley in the amount not to exceed $40,000 to provide legal representation in the lawsuit between the county and former Supervisor Richard Scagliotti
- Adopt plans for the Homeless Service Center Building Improvements Phase II and authorize advertising for bids
- Approve $50,000 for Jose Vasquez to perform grant writing services through June 2019.
- Submit an application for $1 million in funding to operate a First Time Home Buyer (FTHB) Program. This program will assist low-income and very low-income families for down payment assistance to qualified First Time Homebuyers primarily in the affordable self-help housing project to be developed by the Community Services Development Corporation. According to the staff report, there is a shortage of 2,194 homes in San Benito County.
- Staff requests approval to submit a 2018 HOME Investment Partnership Program application for $500,000 in funding to operate a Tenant Based Rental Assistance (TBRA) program. This program will assist low income families meeting the federal income levels for San Benito County with Tenant Based Rental Assistance for a period of 12 months plus security deposit if needed, according to the staff report.
- Authorize CAO to execute contracts with one or more attorneys as designated by the county counsel’s office to provide additional staffing as necessary
- Approve Energy Services Contract with ENGIE Services to provide energy services throughout San Benito County for a contract in the amount of $8,057,000. According to a staff report: The Energy Conservation Measures (“ECM”) Project consists of the design, construction, installation, and monitoring of certain energy conservation measure improvements to various County facilities. The ECM Project will have substantial environmental benefits to help reduce the County’s carbon footprint. The ECM Project is projected to reduce the County’s electricity costs by approximately 80% and reduce emissions by approximately 2,100 metric tons of CO2 annually, which is equivalent to removing 450 cars off the road per year. The net savings after paying for all costs over the life of the project, estimated at 25-30 years, is $11,543,983.
- Report on proposed business license ordinance and tax for possible placement on the Nov. 6 ballot
- Presentation on development of a cannabis regulatory program, and to accept a contract with HdL Companies for $10,000 to help develop it
- Approve equipment lease/purchase agreement with Ban of America to fund the ENGIE contract in the amount of $8.3 million
- Accept Wildan fee study and consider recommendations on increasing fees throughout San Benito County
- Update on the winter storm disaster cost recovery
