Records: Report ranks GreenWaste highest for new collection contract

A committee with representation from local governments on Thursday will present findings related to three proposals for the county’s waste collection contract, while GreenWaste Recovery scored the highest among those proposals in a report ranking the firms on various criteria.

The Franchise Agreement Joint Regional Agency is made up of officials from San Benito County, Hollister and San Juan Bautista. They include Supervisors Anthony Botelho and Jerry Muenzer, Hollister Councilmembers Karson Klauer and Ray Friend, and San Juan Councilman Tony Boch.

The panel, which previously met March 8, is making a presentation on findings from a review of three proposals at the 6 p.m. meeting Thursday at the San Benito County Administration Building, 481 Fourth St.

Those proposals from GreenWaste Recovery, Recology and RJR Resource Recovery were submitted in response to the “Franchise Request for Proposals” for collection services for recyclables, organics and solid waste released Aug. 29. Officials are considering a short-term extension to the current deal with Recology, while the new franchise agreement is expected to start in November, according to the report.

The Thursday meeting will include a discussion on the contractor selection process and a pending request for a short-term extension to the franchise agreement for collection services, along with going over next steps in the public process for consideration of a contract award.

The report’s scoring system ranked the three companies on such criteria as Responsiveness to the RFP, Qualifications and Experience, Proposal for Collection Services, Cost, Suggested Changes to Franchise Agreement, and Environmental Enhancements.

GreenWaste scored the highest, with Recology second and RJR third, according to the report.

The report notes how Phil Couchee with Recology has been managing the current franchise agreement in San Benito County since 2007 when it was awarded the 10-year franchise contract. It notes how GreenWaste has 30 years of experience in the solid waste industry, and manages franchise agreements with the City of San Jose and various other surrounding communities.

GreenWaste Recovery also proposed the highest costs among the three firms.

The three governing bodies are expected to approve a contractor in April/May and a contract by June.
